Dr. Khare is an Indian Administrative Service Officer of the 2008 batch, allocated to the Government of
Haryana cadre. He has also served as Special Secretary and Director of the Science & Technology
Department and the Human Resource Department, Government of Haryana. Additionally, he has held
positions as Administrator HSVP and CEO GMCBL in Gurugram. He was also posted as Deputy
Commissioner in Panipat, Hisar, Jhajjar, and Panipat, garnering rich insights into the region at the
grassroots level.
He holds a Master of Development Practice degree from the University of California, Berkeley, Goldman
School of Public Policy. The MDP program, with its focus on sustainable development, was a perfect fit
for his role as a Sustainability and Sustainable Development Expert.
As the Managing Director of Gurugram Metro Rail Ltd. (GMRL) and Haryana Mass Rapid Transport
Corporation Ltd. (HMRTC), his role will be to provide leadership for the creation of the Gurugram Metro
project, a 28.5 km, ₹5,452 crore (650 million USD) initiative that is likely to transform the way people
travel. This project, set to be constructed in the next four years, is a massive undertaking that aims to
reduce pollution and improve commuting in Gurugram. It will offer an economical, eco-friendly, and
time-saving solution to the city's growing traffic congestion. Additionally, his role also envisages
overseeing existing metro operations in Gurugram, Faridabad, Bahadurgarh, and Ballabhgarh.
The dual posts of heading MRTS/Metro in the state of Haryana, India, as Managing Director, where
contributing towards walkability, sustainability and reducing carbon footprints has become possible by
running MRTS and planning multiple metro lines in different cities of Haryana.
